Tenor was initially caught to train to encourage the resident Squirtle (and potentially other wild Pokémon) in and around Vermilion City to join Team Rocket, either as a trained Pokémon or a member of his own little gang.
Already being amenable to crime it didn't take long before he was ready to be released back into the wild with a new mission.
Although they are theoretically meant to be recruiting wild Pokémon to the cause, that doesn't mean they aren't sometimes stealing when it happens to be more convenient.
